The Osceola County FL Correctional Facility is a medium-security detention center located at 402 Simpson Rd Kissimmee, FL which is operated locally by the Osceola County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Osceola County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Kissimmee Police Department who do not have their own long-term lock-up.
The Osceola County Correctional Facility was constructed in 1986 and renovated during 1998 and 1999. The renovations included the refurbishing of the administrative, intake and medical areas, along with the addition of two direct supervision areas, multi-purpose areas and a kitchen. The facility has a total bed capacity of 873, including medical and temporary segregation units. The facility offers inmates a variety of health care services, including initial medical screenings, a constant staffing of nurses, and daily sick calls.
The Corrections Department is responsible for the daily operations of Judicial Services, Security Division, Support Division, Inmate Services Division, Health Services Division, and Forensic Drug Testing Lab Division.
The Department is committed to providing each inmate an environment of learning, with the opportunity to better themselves during their incarceration. There are a number of volunteers and contract service providers that offer a wide variety of programs to meet the needs of the population and help fulfill our mission.
In 2017, the average daily population was 863 and a total of 11,168 inmates were booked into the facility.
INMATE PHONES
Inmates are given many opportunities to make telephone calls. They are not normally limited in the number of phone calls they can make (within reason). All inmate telephone calls are recorded and monitored, except for telephone calls between and inmate and their attorney on record. Except in life or death emergencies, incoming calls are not allowed.

- Your desired phone is a cellphone and does not allow collect call billing
- Your residential phone carrier does not allow collect call billing
- Your phone number which is currently receiving collect calls has reached the maximum allowed limit for collect call billing
ICSolutions provides two options for prepaid phone services:
Prepaid Account – A Prepaid Account allows the family or friend of an inmate to purchase prepaid phone services for receiving phone calls from the Inmate to your specific phone number. The inmate can only use those services to make calls to the phone number you specify.
Debit Telephone Account – A Debit Telephone Account (if available), allows the family or friend of an inmate to purchase prepaid phone services FOR the inmate. The inmate can then make phone calls to any telephone number, as long it is not restricted by the jail.
When you are contacted by the inmate for the first time, you will receive a free 60 second complimentary call with the inmate. Upon completion of this one-time, free call, you will be invited to stay on the line where you will be transferred to a live Customer Care Representative. They will provide you with information on all of our prepaid phone service options, payment purchase options, and answer any questions you may have. If you desire, your Customer Care Representative can set up an account and process your purchase of prepaid phone services. Once completed, the services are immediately available for receiving additional calls from the inmate.
INMATE MAIL
US Postal Service Mail
Only mail received through the US Postal Service will be accepted; all others forms or postage will be refused. All inmates are granted the right to communicate or correspond with persons or organizations, subject only to the limitations necessary to maintain order and security.
All inmates are allowed to keep up to ten (10) photographs.
Written notification will be sent to the inmate when any mail is returned to sender.
Questionable contents of publications containing information or photos which could create staff or inmate safety concerns, jeopardize security or the orderly running of the facility shall be reviewed to determine the appropriateness of the publication. If it is determined that the publication shall be rejected, the item shall be returned to sender. Once a magazine publication has been deemed inappropriate, this publication shall be banned from the facility.
There is no limit to the amount of correspondence in which an inmate can send to whomever they wish, except as outlined below or when there is evidence of a threat to the safety and security of the facility.
Incoming Mail
Incoming mail shall bear the following information:
- Inmate’s Name
- Inmate’s Number

The Following Regulations Apply to All Incoming Mail:
- The only enclosures permitted are greeting cards no larger than 5” x 7” and photographs no larger than 4” x 6” (with the exception of Polaroids). Inmates may receive and keep photographs that are not gang related, sexually-oriented or a pictorial representation of nudity. Pictorial representation of nudity is defined as any book, magazine, newspaper, periodical or photograph containing nudity. Sexually-oriented material is defined as any book, article, magazine, publication, written matter of any kind, drawing, etching, painting, photograph, picture, motion picture, film or sound recording that depicts sexual activity of human beings and/or animals, that exhibits uncovered human genitals or the pubic region in a lewd or lascivious manner, or that exhibits human male genitals in a discernible turgid state, even if opaquely covered.
- Postcards are acceptable.
- Stick-on decorations or address labels are not permitted in or on correspondence.
- Books and magazines will only be accepted if received from the publisher or distributor. Hard-covered books are not permitted; however, if received will be placed into the inmate’s personal property.
- Sexually-oriented material or pictorial representations of nudity are not permitted.
- Packages shall not be permitted unless previously approved by the Administration.
- Newspaper clippings, greeting cards containing non- paper parts and all non-paper items are not permitted.
- Blank (unsigned) greeting cards and blank paper will not be accepted.
- All non-privileged mail is opened and checked for contraband before delivery. Privileged mail shall be opened and inspected in front of the inmate before it is delivered.
