The inmates housed at ODRC – Halfway House – Community Assessment & Treatment Services located at 8415 Broadway Ave in Cleveland, OH are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.
- Treatment Services – ODADAS certified to provide Intensive Outpatient Services. Assessment upon admission. Individualized treatment planning. Specialized group and individual interventions based on client needs (i.e., anger management, domestic violence, etc.). Services for residents who are dually diagnosed and able to function within the treatment program. Therapeutic Community program. Continuing care available after discharge. Introduction to 12 Step support programs while in treatment as an integral part of the program (in-house meetings, community meetings, expectation of choosing a sponsor while in the program, books and program materials provided). Referral to other community resources when needed.
- Mental Health Transition Program (formerly SAMI) – These beds are used exclusively for offenders that have been diagnosed with mental or emotional disorders. Offenders are expected to be dually diagnosed or experiencing substance abuse problems. Offenders receive mental health services, case management or transitional services designed to transition them from the institution to the community.
- Case Management Services – Residents are assessed for medical, legal, clothing, educational, housing needs upon admission. Referrals are made to appropriate community resources and access is facilitated through use of bus tickets, agency van, or other transportation. Eligibility for support programs is reviewed (SSI, Disability Assistance, etc.) and referral facilitated to programs best suited for the resident’s long-term financial self-sufficiency. Coordinate with other case management services resident may require and be eligible to receive (mental health system, TASC, etc.). Assist residents in securing identification materials.
- General Services – Approximately a 90 day program. Provides housing in an environment that is safe and secure. Assists with employment, education, housing, medical and socialization needs to help resident prepare for discharge to the community.

No cellphones, you will be searched before visiting. NO personal belongings. Persons under probation, parole, or other community corrections supervision must obtain the permission of both their individual supervising officer and the superintendent prior to a visit. Such visitation is not normally approved.
If the visitor is under the age of 18 and is a family member of the inmate, they must be accompanied by an adult family member or guardian to include a member of the inmate's extended family. If the visitor is under the age of 18 and is not a family member of the inmate, the minor visitor must be accompanied by a parent or guardian.
