The Jefferson County NY Correctional Facility is a medium-security detention center located at 753 Waterman Dr Waterman, NY which is operated locally by the Jefferson County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Jefferson County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Waterman Police Department who do not have their own long-term lock-up.
Effective Control: The direct supervision jail, through a combination of architectural design, classification philosophy, inmate ground rules, and officer deployment, effectively controls inmate behavior.
Effective Supervision: Direct supervision facilities require housing officers to supervise the prisoners and the jail manager to supervise officers through leadership and example.
Safety of Staff and Prisoners: In a direct supervision jail, an officer stays with the prisoners, and safety is greatly increased. Not only are the number of prisoner on prisoner attacks greatly reduced, but, managers report, having officers remain in constant association with prisoners has dissolved the traditional fear/hate relationships between officers and prisoners. The result is a work climate unencumbered by fear and hate.
Competent Staff: The Officer who shares the day room with the prisoner must provide leadership, enforce rules, control privileges, and monitor behavior. Direct supervision jails cannot succeed unless managers are committed to training housing officers in special interpersonal and managerial skills.
Manageable/Cost Effective Operations: Direct supervision jails look very little like traditional jails. Walking into a day room of a direct supervision jail and you will see: Telephones which give easy access to families, attorneys and others, Televisions, access to commissary and personal hygiene items, private rooms and showers, direct access to outdoor recreation, self-policing of sanitation, programs offered in chemical dependency, literacy skills, self help and self reliance.
Effective Communications: Communication is a two-way street. Staff must feel that there is open communication between themselves and management. Direct Supervision jails involve staff in jail decision-making. Officers know best about the actual happenings within the jail.
Classification and Orientation: Proper classification enables the jail to gauge the proper level of custody assuring order and safety for staff and prisoners. Prisoners are oriented upon admission and told the rules for behavior, through personal orientation, written prisoner handbook, and expectations given by staff daily.
Just and Fair Decisions: Direct supervision jails cannot function unless all officers always treat prisoners with justice and fairness. Prisoners must feel that if they go to an officer with a problem, they will be treated fairly.
Ownership of Operations: In order for direct supervision jails to function best, the staff must “own” the jail. Officers must be able to make decisions with established parameters. This empowers the officers, which leads to increased job satisfaction and improved jail operations.
An officer works inside each of six housing units called "pods" which can house up to 32 inmates. These officers are responsible for all aspects of an inmate's life while incarcerated. Working in a direct supervision jail is quite different than working in a traditional "linear" jail, with rows of barred cells. Specialized training is required for all officers working in this environment.

Jefferson County NY Correctional Facility – Visitation
Every inmate incarcerated at the Jefferson County Correctional Facility is entitled to 2(two) one hour visits per week at times pre-designated by the visitation officer. It is the responsibility of the inmate to notify the visitors on their visitation list of his/her visit times. It is the policy of this facility to NOT divulge inmate visitation times and dates.
Visitation is conducted Monday through Friday from 8:30 am to 2:30 pm.
Every visitor must register at the Metro-Jefferson Public Safety Building front lobby window with their full name, address and the name of the inmate being visited. Visitors must arrive at least 20 minutes prior to the start of the scheduled visit time and produce valid photo identification that shows the date of birth.
All visitors must fill out an information sheet upon arrival listing their full name, address, physical descriptors and a valid telephone number. All information will be entered into our database and will be verified against a valid photo ID. Anyone wishing to not fill out this information sheet will not be allowed access to the contact visitation room within the facility.
- Infants and toddlers must have an original birth certificate or a certified copy for identification to be allowed admission into the visitation room.
- Inmates are not allowed to have children and infants in their laps. All children must remain seated and under control of the visitor at all times. The officer may choose to terminate the visit due to disruptive or unruly children.
- Any visitor under the age of 18 must be accompanied by a parent or legal guardian, and must have proper photo identification card, original birth certificate or a certified copy. If not being accompanied by a parent or legal guardian, then they must have a permission slip filled out by a parent or legal guardian and notarized. You may download the permission slip HERE .
- Any visitor suspected to be under the influence of alcohol or drugs will not be permitted to visit.
This Facility reserves the right to search any visitor entering our premises. K9s (canines) may be used to search visitation locker rooms at any given time for the purposes of contraband/drug detection. Anyone found promoting or accepting drugs or contraband through visitation, will be charged and prosecuted in accordance with the laws of the State of New York. Visitation privileges for a visitor will be revoked.
STANDARD OF DRESS FOR INMATE VISITORS
Visitors coming to visit inmates must be dressed appropriately before being allowed to enter the facility. Appropriate dress attire is required to maintain a standard of decency. The following attire worn by visitors will not be permitted into the facility for visits:
- Short-shorts, dresses or skirts that are more than 3" above the knee
- Halter, tank, fishnet, mid-drift, bikini, see-through or low cut tops
- Shirts, slacks or shorts with holes or tears
- T-shirts that display obscene or offensive graphics or vulgarity
- Jackets, hooded sweat-type jackets
Determination of appropriate attire will be made by the visitation officer. If any questions arise, the Shift Supervisor will make a final determination.
RULES AND REGULATION FOR INMATE VISITATION
- Only 2 persons are allowed to visit an inmate at any one time.
- There will be no split visits.
- All personal property will be stored in the visitation locker room lockers provided.
- Jackets and coats will not be permitted to be worn into the contact visitation room.
- No jewelry (including but not limited to: body piercings, earrings, etc.) will be allowed with the exception of wedding rings.
- No belts, wallets, keys, cellphones, any and all tobacco products, lighters or hats.
- No bobby pins, hairpins, or other item affixed to your hair will be allowed.
- No candy, food or gum will be allowed.
- All visitors must wear their visitor's pass at all times.
- The passing of any contraband (any unauthorized item) is a violation of the New York State Penal Law 205.20 and you will be arrested and prosecuted.
UPDATE: No money will be accepted at a visit for an inmate after June 15, 2013. Postal money orders may be mailed to the inmate at this facility or be placed on their account using the website under the section "Correctional Facility".
CONTACT VISITATION
- You may have a short kiss and embrace only at the beginning and the end of a visit. NO kissing or embracing during the visit. (Your visit may be ended if you disobey this rule.)
- You must remain seated.
- Your hands must remain in sight on the table at all times.
- You must speak quietly. No obscene language allowed at any time.
- Your visit may be terminated at any time for unacceptable behavior. It is the responsibility of the visitor to control unruly children. If a child's behavior causes disruptions to the rest of the visitation room, your visit may be terminated at any time deemed necessary by the visitation officer.
Any violations of this facility's visitation rules and policies may result in a due process disciplinary hearing for the inmate and the possible banning of the offending visitor(s).
SECURE NON-CONTACT VISITATION – Inmates newly admitted to the facility who have not undergone the proper classification process with not be allowed a contact visitation until that process is complete. This generally takes between 3 to 4 business days. Inmates that have lost contact visitation pending a due process hearing or for violations of visitation rules may also be subjected to secure non-contact visitation. All applicable rules listed above will still apply as to conduct, the standard of dress, etc.
NOTE: If you suspect that an inmate is exhibiting signs or has informed you of severe depression or suicidal thoughts, notify the Visitation Officer immediately. The appropriate referrals to mental or medical health staff will be made to ensure that the safety of the inmate is assured.
